The turning point in the event that South Korea is called "popular resistance in Kwangju," began the day on 21 May. Then, students and townspeople took arms depots. The authorities, fearing mass bloodshed, decided to challenge the government special forces outside the city. By 6 pm  rebels seize control of the provincial administration. On the same day the government's emergency headquarters issued an official statement in which it called the rebels "impure elements", "hooligans". From the statement it became clear that the authorities are fighting with the rebels to end.
