The next day, 28 February, the Boyar Duma approved the law under which the knights across Russia were exempt from review by the provincial and district governors of their claims, except in cases of murder and grabezha.89 This was the first step towards the abolition of the feeding system of the provincial administration and the replacement of local self-government authorities. One of the leading defenders of the rights of the nobility in the army and the administration was Ivan Peresvetov. In September 1549, he sent two petitions to the king, which advocated the creation of well-paid fixed noble and disciplined army; for the appointment and promotion of generals according to their abilities, and not the position; active participation of the nobility in local governance and legal proceedings.
