When using a proportional electoral system parliamentary seats in the representative body are distributed depending on the number of votes cast by voters for a particular list of candidates (with the election of officers, the system does not apply). Obviously, the application of the electoral system in its pure form assumes that the state party system developed, strong and influential political parties. The most common in the Russian Federation is a mixed electoral system. Thus, one half of the deputies of the State Duma of the Federal Assembly of the Russian Federation is elected by the majority system of relative majority, and the other - under the proportional electoral system (currently being considered by the presidential bill on the transition to the election of deputies of the State Duma exclusively by proportional system). Mixed electoral system should be predominant in the election of the representative bodies of state power of subjects of the Russian Federation: in accordance with the Federal Law of 12.06.2002 number 67-FZ, after July 14, 2003 at least half of the seats in these organs (or in one of the chambers, if regional parliament bicameral) shall be replaced by the proportional system (with the exception of the subjects of the Russian Federation on the territory of which the registered regional offices less than three political parties).
