Similarly, when there is a question about the meaning of a written law, the interpreter of the law is not the one who wrote comments to it, because the comments even more prone to false interpretations than text, and are in need of other comments, so that they will have no end. And so if there is no interpreter, which is authorized to the sovereign, and of the interpretation which the subordinate judges have no right to retreat, the interpreters can only be ordinary judges, who they are in the cases of the unwritten law, and their sentences are laws for the litigants, but these sentences do not oblige other judges to impose similar sentences in similar cases. For a judge may err in the interpretation even of written laws, but the slave judges the error can not change the law, which is the common decision of the sovereign.
